ISC Working papers The Working Papers series is an outlet for research staff and students at the Institute for Social Change(ISC) and Institiute for Political and Economic Governance (IPEG) to publish their research. The series will also include papers contributed by visitors to the Institutes. All papers in the series are available to download free of charge in pdf format. Please note that the working papers are the property of ISC and IPEG respectively, and should not be reproduced for publication in any other format. If you are interested in publishing any of the papers please get in touch with the author or authors who will in most cases already have submitted this paper for publication in a learned journal. Comments on any individual papers should be sent directly to the authors.
